I have encountered exactly the same issue as GizmoEV, using a RPi3B+ purchased in March. I hobbled through debugging the issue myself, until I finally decided to read further down in this thread. GizmoEV solution works perfectly :)

Found the issue. The instructions linked in "[HOWTO] assign predictable WLAN device names without fiddling with MAC addrs" https://www.raspberrypi.org/forums/viewtopic.php?t=198946 are incorrect, or out of date. It tells you to use the following udev rules in /etc/udev/rules.d/72-wlan-geo-dependent....

"renameX" means there is a renaming loop or conflict somewhere. Systemd's built-in predictable names feature commands interface renaming. If you add "regular" udev renaming rules on top of it, you get a conflict during execution at boot. Udev is event-driven, rules can get into a spin. See the doc ...
