Because RPi 3B+ is ARM 64, not x64 which is for Intel/AMD CPUs. In most cases it is being used in ARM 32 mode anyway. LibreElec is a kodi-centric Operating System and does have the capability to install a web browser. The best option is to run Raspbian Stretch with Desktop and then after fully updating install Kodi software package from the repositories. Thanks for that.
