Yes both python scripts never completed because are for home security system with camera and motion detector. The startup.py execute the system program and the web.py execute the webserver of the system.

You cannot execute Python (or any other code) in HTML. You have to use CGI / FastCGI and call the Python script from a language (e.g. Javascript / PHP) unless you are using Flask as the web server.
