Didn't see the comment about stale hostapd as I was putting my previous comment together. So yesterday I tried to see if I could find any combination of things that would make a difference in the behavior of this, but didn't have any luck. If it helps the hostapd diagnostics, it appears the issue is broader than 4.19. I saw that post but couldn't tell if the lack of those files was by intent by the way it was worded at the end. I had looked around on the system to see if they were put somewhere else like wireless-regdb. Unfortunately it appears that /usr/share/doc/wireless-regdb only contains a changelog and copy...
