If the display is falling off the edges then you want overscan enabled (in other words, the opposite of "disable_overscan=1"). Or not use a "beta" release of Ubuntu and wait for the official release. You're bound to have problems. Just use Raspbian Buster lite. If the green LED is blinking in a four flash pattern, that is normal. It means the bootcode is present in the eeprom, but no SD card was detected.
