It's most likely that your version of Mate doesn't have the right bootcode & firmware for the newest Raspberry.

You need a version built after 16th November 2018.

I do have the same issue with the RPi 3 A+, also I tried with RPi 3 Zero W without success, It works smoothly with Raspbian as well. Please let me know if any progress on this. The Microsoft post says that probably is the minimum RAM required but this RPi 3 A+ has 512MB which meets the requirements ...

You could try http://www.vysor.io - it may work in Chromium (it fine in Chrome on a Mac) and yes you need to load the app on your phone.
