USB mouse not working

I have a problem. When I plug my mouse into my raspberry pi 3a+ it sometimes works and the just stops working or just doesn't work altogether. I am using a 1.8A - 5.0V power supply but on the manual it says to use a 2.5A - 5.0V power supply. Is that the problem or is there something else wrong - as ...

I want to code an ai that can recognise noises like a dog barking and put it in a website.
I'm not sure how to do this though.

I am planning on converting an rc car into a pi controlled rc car using a 3a +.

I already know that I am going to use a camera to help it understand the surroundings. However I am wondering what other sensors I can use to help the car manoeuvre obstacles.

If I was making a cluster with two Rpi 3b+ s, I'm guessing the ram would become two GB or would they both work separately and hold the same information as each other? In addition, the clock speed on the 3b+ is 1.4ghz so would the theoretical clock speed be 2.8ghz as there are two CPUs working at 1.4...

I'm not sure whether I want my code to be Debian or Ubuntu based as I would like to code an operating system which uses the pi camera to film photos and videos like an action camera. I also want the OS to allow features that a touchscreen uses.

What coding languages can you use to make an OS for RPI.?

I know that C is a popular language for making an OS but I only know html, a bit of java and python and I don't think you can make an OS with them. Which languages would you recommend and why?
