Unfortunately this is the only part we only bought once, there's no spare part around. It's not only an USB serial adapter, but a data logger connected to a weather station. I'll try to contact the seller to see what to do.

I once again exchanged the Raspberry Pi back to model 3 B+ as well as the USB hub to another powered one to rule out faults there as well. Just to exclude power issues as a root cause, we now tried with a powered USB hub. That worked for about a day, then it failed again. Just a final follow-up. After having it turned off for a while and turning it back on, the second (dynamic assigned) IP address didn't reappear. So it seems as the reason wasn't any mistake in the configuration file, but rather a cache problem. The quoted man page seems to indicate the arping option...

Thanks for your replays so far! I and others have repeatedly said this before, but it is almost never necessary (and usually a bad idea) to set a fixed IP address for a Pi (or any other WiFi client) at the client level on a normal, DHCP-managed, WiFi network.
