Idle was removed as part (or not) of the 2019-06-20 release of Buster.

What happens if:
1) You plug the drive directly into the USB2?
2) You plug the drive directly into the USB3?

I cannot imagine the SSD needs more power then my old HDD I’ve got running on the 3B+ but

3) What is your power supply?
4) Do you have anything else in the USB ports?

You do not need to configure Ethernet for it to come up but to set a static IP the simplest way is to edit dhcpcd.conf like:

static routers=192.168.1.254
static domain_name_servers=192.168.1.2

Unless the Bluetooth driver sits on an iffy spot?

Did you check the write? I use Etcher and it’s verify option.
