I also installed mono-xsp and libapache2-mod-mono. This did result is mod_mono.load and mod_mono.conf files in /etc/apache2/mods-enabled directory. The following worked for me with a Raspberry Pi 2. I first uncommented the hdmi_safe=1 line in /boot/config.txt. On reboot I did get an HDMI signal, but VGA resolution.
