Those LEDs have a light sensor connected to each one, so they shouldn't turn on unless it is dark. There is no other way of controlling them without modifying the hardware. Could this be related to the issue you have found with your use of Eltech's Exagear Desktop? https://www.raspberrypi.org/forums/viewtopic.php?f=29&t=217093 Can the problem be replicated in a standard unmodified installation of Raspbian? Looks like it has nothing to do with Exagear. Thanks anyway...

There is no change related to 3B+ in the source tree for watchdog in the Raspbian repo, and google seems very quiet, too.
