Rather embarrassingly the problem seems to be one of misinterpretation on my part. On rerunning piwiz without selecting the "Use English Language" checkbox on the "set country page" everything is fine.

I agree there seems to be a problem with piwiz setting locale during setup. I should have posted here rather than where i did initially.

I agree that piwiz has this problem for at least 2020-05-27 and 2020-08-20 releases of "Raspberry Pi OS (32-bit) with desktop and recommended software". I have not looked further back. I'm no expert when it comes to locale setting, but I had to make manual changes to /etc/default/locale af...
