ssh resource sharing

Is it possible to have resource sharing for two pi's linked by local ssh connection (say a Pi Zero W into a Pi 2B+ via USB) - that way the two operating systems could borrow resources from each other as required including wifi, ethernet, GPIO's storage USB hubs etc... Maybe build a program that runs...

I have a pi zero W attached to a samsung syncmaster monitor via an HDMI to VGA adapter. Every so often, it blinks off for a few seconds and then comes back on again.
