As I recall, the GPU has a "mailbox" interface for this that shouldn't be too complicated to use, and it looks like Microsoft has already added support for the VC4 mailbox to the BSP, however they haven't added the back light related properties yet. Sadly we can`t access a driver from a UWP app so ...
