Indeed you have to edit the changelog when prompted to do so. The changelog is something I'd like to automate as I don't want to provide a changelog yet one is required. AFAIK Raspbian provides libcec 1.6.x whereas RPi support has been introduced with the 1.8.x releases.
This is never gonna work until Raspbian updates libcec to 1.8.x

You can manually compile libcec 1.8.x on the RPi and install it that way
