I found Zerotier https://www.zerotier.com/ to be quite painless. I use it occasionally to stream games to Steam Link on pi3B+ from Azure VM. If anyone will read this thread from google, I have same problem, I can ping but can not access SSH. Same with brand new sd card, so it will be HW issue with Raspberry so just ordering a new one.

Before it sometime works on ethernet, sometimes not, LED on ethernet ports works. So HW issue.

Why you just didn't directly wake up your computer from internet ? I assume you have public IP address if you can connect to your Pi from work.
