A couple of Raspberry Pi 3 B works just fine, tho some refuse to sync with the time server. Does anyone know of a solution?

I am running Windows IoT Core 15063 on a Raspberry Pi 3, and I am trying to set the screen orientation to portrait. I have set it to portrait in the Device Portal. Which the Pi seems to ignore. How do I set the screen orientation to Portrait?
