There are no packages libapache2-mod-php7.2 or libcurl4 in the currently stable Raspbian repository. Ask the guide, that you are following.

You can't use PINN unless it's running. It is running on a Raspberry Pi only and you need a drive, that is formatted with a suitable file system, to make it run.

If the solution doesn't work, the problem is wrong. When in doubt, use Etcher.

You should be aware that you need GPT partitioning on your HDD to use 4TB. You can't simply write a Raspbian image onto a 4TB HDD as this image uses MBR partitioning. Fang mal damit an, auf jegliche Software zu verzichten, die es nur für die x86-Plattform gibt. ;) Vieles geht, aber falls man einen Scanner braucht, muss man schon sehr genau hinsehen. Darauf wird im ct-Beitrag gar nicht eingegangen.

Actually, to answer your original qestion, there are not much alternatives to Raspbian, that run on a Raspberry Pi Zero (or maybe Raspberry Pi Zero WH, as you mentioned WiFi and GPIO). Most other OS require at least a Raspberry Pi2B and won't even boot on a BCM2835 SoC.

If you install lubuntu by writing an image to your SD card, it doesn't matter. The partitions and filesystems will be overwritten. If you want to create the partitions and copy the files from another drive, then create a boot partition with FAT32 filesystem. exFAT or ext4 don't work for that. Other ...

If you insist on Ubuntu, the old Raspberry Pi3B is currently the better choice, as the downloadable Ubuntu Mate 16.04 images for Raspberry Pi don't run on a Raspberry Pi3B+ and a beginner should start with a system that works out of the box.

Oh, sorry, I didn't notice that you are cross-compiling. You need to cross-compile wiringPi first for that, otherwise you can't build anything for the Raspberry Pi with wiringPi, even if the headers are found.

Why do you think, that you can't build your program on your Raspberry Pi3?
