If you insist on Ubuntu, the old Raspberry Pi3B is currently the better choice, as the downloadable Ubuntu Mate 16.04 images for Raspberry Pi don't run on a Raspberry Pi3B+ and a beginner should start with a system that works out of the box.

Oh, sorry, I didn't notice that you are cross-compiling. You need to cross-compile wiringPi first for that, otherwise you can't build anything for the Raspberry Pi with wiringPi, even if the headers are found.

Why do you think, that you can't build your program on your Raspberry Pi3?

There are a lot of commands working without sudo, but chown most likely needs sudo. Maybe the intention was to execute

You most likely didn't do anything wrong. Most people here are lucky with the built in WiFi and Ethernet port and don't plug in additional USB to Ethernet adapters. Maybe it would help to enable the predictable network interface names in raspi-config / 2 Network Options / N3 Network interface names....

Was in /etc/fstab steht, spielt beim ersten Mounten des root-fs keine Rolle. Wenn Deine VirtualBox was mit der Partition anfangen kann, dann sollte auch Dein Raspberry Pi damit klarkommen. Ohne SD-Karte hätte er auch ohne Änderung der /etc/fstab vom USB-Stick zu booten versucht. Der /etc/fstab Eintrag sorgt nur dafür, dass die Boot-Partition eingehängt wird und aktualisiert werden kann. And keep in mind that even on Pi ZeroW you may need a non Bluetooth keyboard (or a remote ssh login) to initially configure Bluetooth.

Hoppla. In der /etc/fstab wird die erste Partition auf einer (Mikro-)SD-Karte (/dev/mmcblk0p1) im /boot Verzeichnis eingehängt. Die SD-Karte muss dazu im SD-Karten-Slot Deines Raspberry Pi stecken.
