To keep simple all you need to run on RPI is an FTP server and set the IP cam to record on FTP and for this you don't need 8Gb RAM - 1Gb or 2Gb it is more than enough.

For data safety I would not like to have LE OS installed on the same huge HDD where I keep all the mmedia data, you never know when something will go wrong on some update and you risk to lose all 8Tb of data. Did you try to delete the second partition and recreate an extended partition to max space and inside create EXT4 partition to space you need ?
Edit the /flash/cmdline.txt with the correct UUID of new partition.or change the UUID to match the one from cmdline.txt.

I have NO problems with rpi4 2Gb RAM running LibreElec and LG TV 55UK6500, it run ~12h every day.
Kodi run at 1080p 60Hz and LG tv upscale to 4k. CEC it is also working properly.

I have on one RPI3b with raspibian used for home automation with 16 relays: garage doors, outlets, heating ... and CCTV with one USB camera running Motion for few years. It record on motion detection and alert me by email and I can access camera any time from LAN on www interface. No problems in 4 y...

Updated eeprom on my LibreElec, tested boot without SD card and I have a nice debug info; all looks good.
