The signal from the spa is indeed not powerful enough. I solved this by using a PoE injector and connected the 5v and ground cable to the GPIO connectors. I couldn't get it work. The 5V DC just isn't enough to run the RPi. The connector adjacent to the RJ45 has 12VAC. I cheated. 4 Transistors and a capacitor and got to 12VDC.
