In case my explanation isn't clear enough, here's a post I found from another user using Fedora and KDE. Exact same behavior. Mouse click on inactive window turns into a drag event I have searched high and low for a way to fix this problem, but haven't found anything or don't exactly know the search...

You could install and use Rufus. It has a visual interface and is pretty easy to use for ISO images (which seems to be your case) https://rufus.akeo.ie/ .
