Did you install / activate ntp yourself? As I said it's not there by default on Stretch / Buster
If you did then I would deactivate and uninstall it, because it could be interfering with the standard method.

AFAIK Stretch / Buster by default does not use ntp, but systemd-timesyncd. Check status with

Please re-read @rpdom's post... You need to run 'sudo apt-get update' (or 'sudo apt update') before trying to install any program. Your package cache is not up to date

Please post your error info (assuming the image shows an error) in a readable format.
Preferably as text, but a larger image would also help (post a larger image on an image hosting site such as imgur and post a link here)

And also explain what the program is supposed to do and where you got it from

If you had bothered to read Running Raspbian on USB Devices : Made Easy you would know that I was not referring to 'pure boot' capability, which is not needed on any Raspberry Pi in order to run Raspbian on a USB device. to list all USB devices. Does your camera show up?

to /boot/config.txt to disable the onboard wifi. You will need to reboot after that.
I expect that your adapter will show up as wlan0 when the onboard wifi is disabled.
