I managed to download ans unzip the theme and icons in the right folders nowever I dont know how to officially change the theme to the windows one. Ive went to Preferences > Appearance Settings and there is nothing that says "Style".

Alright, im dumb. The reason why it didnt work is because it disables wireless and makes it to where you have to uuse an ethernet cord to the pi going to the router. Alright so I have been trying to turn my raspberry pi into an access point and from there to a tor unit. You should get some sleep. The command is: $ sudo add-apt-repository .... Note the two "d" in "add". No idea about the rest. I am running Raspbian on a Raspberry pi 3. I did sudo apt-get install tor -y

I noticed someone at the top of the thread said it worked, May I ask what file and whatnot to edit? Thank you guys for the help! I believe I have found the problem! So, I had my Rpi being powered via USB poirt from my laptop, in which kept showing low power when I had the wifi adapter plugged in, When I pluggged the USB charger into the 5.2v charger block, and that into a surge protector, it magic...
