I can confirm that after installing the dependencies and with the config that you provided the code compiles completely.
I have been able to tinker a little bit with the code. It seems that VLC will require me some time to understand how things work internally.

I don't understand why you insist on using a software codec and run into all kinds if problems instead of simply buying the the MPEG2 codec license. @GadgetGuy, I suspect the fallback path is failing for MPEG2 should the codec licence not be purchased. Error paths are always a nuisance to handle and test them all.
