Can you use /dev/cdc-wdm0 without USB connection (Waveshare 7600A-H)

I bought a Waveshare 7600A-H hat for the raspberry pi to send data from in the middle of nowhere for a field sensor. Are raspbian stretch repos safe now?

The reason I mention the word safe is because when I upgraded the repos to stretch in the past, I would have tons and tons of gui errors, or simply it wouldn't let me log in etc.

Are the stretch repos stable to upgrade into now since Debian stretch has been fully released a month ago.
