If you have the Pi running IoT and it's visible in the Dashboard then in VS you set the architecture to ARM and then set your target to Remote Machine and it should show up in the auto-detected area of the dialog box that opens. Click Select and you are now running the code on the Pi.

I turn off the backlight with hardware as I couldn't find a workable s/w solution.
