Can you open termial or connect remotely thru ssh and do the command "top"?
That will help identify what's making the Pi slow.

First of all, have you requested any help with your issues with XBian?
I'm using 3 Pi's with no problems.

There's also a ready made solution: http://www.pololu.com/catalog/product/751 , I'm not sure if it has the "hold for x seconds to do hard off" or not but in most cases you don't want to do a hard-off to avoid SD card corruption.
