It depends on how much money you are willing to spend. The Raspberry Pi 3 Model B is more expensive than the Zero W. However, I would probably use the 3 Model B, based off of the project you are doing.

Also, for the usb camera, just get a camera module for the Raspberry Pi, why don't you do that?
