In my instructions it clearly says that it is only for Raspbian Jessie. "fgconsole" is a tool that is installed in most of the Linux distributions, perhaps it exists in volumio stable version and not in the testing "rc1" versions, I am not familiar with volumio. You better ask in the volumio forums...
