dnsmasq not starting ?

Hi,

I have a pi 3b running the latest raspbian stretch lite

dnsmasq does not resolve local or remote queries after a boot (warm or cold) until I login and issue a 'systemctl restart dnsmasq'.

Please advise

so I modifed the /etc/rc.local file as described above. When I do a warm reboot, the SSID that would allow me to connect is not published, so I got to the cnsole and checked the status of hostapd.
