AC / DC adapter 5V 4A Adjust Universal Regulated Switching P

I have heard of people who are powering Hard Drives along side of their Pi using these. How exactly would one wire these up. Using these settings on a Pi 3 with no heat sinks (currently) I can boot into my Dreamcast games and see that they now run pretty right on and without the extreme stuttering I noticed before, but alas... ...the system becomes unstable, the emulator crashes and I wind up back at Emustation or a black...

So... ...if I bought one of these (10A) and adapted it to power up the Pi with a mini USB ending, I should in theory then be able to power up a near endless stream of USB devices (sata to usb hard drive included), without having to worry about running out of juice right? http://www.ebay.com/itm/5V-1...

Oh... is this why games can only use one resolution half the time rather than have choices in full screen?

Also why is it that when some games present the option, they remain in a small screen and do not fill it using the proper resolutions, I.E. 640x480?
