I resolved my issue with this Link . The issue related to permissions on /dev/gpiomem My system is a Model B upgraded from Wheezy to Jessie to Stretch. Thanks for this. I commented out the entry related to a usb device in my /etc/fstab and it fixed the problem.

I had this problem- It turned out I had the wrong polarity even although it matched the diagram I was working from.

Fix-Simply swap the wires connected to Vcc and Gnd.

Thank you for the picture- it would not have occurred to me I had a polarity problem
