Transmission has just been updated to 2.52 in Debian wheezy and therefore transmission-cli 2.52 needs to be build in raspbian. transmission-common is already updated because it's architecture independend.
Wait a day or so and you can install it.

Try an other power cable. I have made the experience that some cables have too much resistance and are lowering the voltage. On the same power supply one gave me 4.90V and the other 4.66V.
