I have been looking how chip select work and it usually works putting it in a LOW or HIGH level, enabling the device or not. I am using a SPI accelerometer that needs a chip select edge just before starting and finishing the transmission. Is there any automatic way to do it? Is this behavior standar...

according to the spec your accelerometer should appear at address 3e or 3f (depending on the user set bit). The chip is able to use either i2c or spi communication, does the breakout board allow an spi connection? You could try to communicate using that as well. It's going to be hard to offer any f...

before assuming that the new circuit board is defective we should probably double check the wiring and make sure that we have enabled i2c on the pi. i2cdetect runs through each of the possible addresses on the bus you specify with the "-y #" switch. Any device that's out there and ready to use will send a good response.
