do you have it connected to an active and terminated bus, or are you doing (software loopback)? I'm pretty certain that the transceiver won't do anything unless it detects a bus connection. I'm pretty sure you don't have an EDID EEPROM connected to HDMI_SCL and HDMI_SDA signals, right?
