First, I want to thank joan for this code! I was busting my brain trying to figure out why some old python code I found wouldn't work on the Pi 3. It worked fine on the Pi2, but just returned errors on the Pi3. I guess the Pi3 was too fast or something? Anyway, it works and returns valid results.......

Quick update: It's happened again on another Pi. And both Pi's where model 3B (which have two network adapters) It may be that there is an issue in a recent build where OpenVPN cannot identify which adapter has the IP address specified and so either binds to the wrong one, and fails, or tries to bin...

Well, if you can't connect a monitor and keyboard, and SSH is the only way to get to the Pi, then Yes, you Must reformat and reload the SD card.

As I said in my initial post, while not specifying the local IP address in the server.conf works, it is not ideal. Every time.
I make a change and then reboot to see if OpenVPN attaches to its specified local IP address. When it fails, I try another change and reboot again.
So far, the only time it succeeds is when I don't specify the local IP in /etc/openvpn/server.conf

Ok, found the culprit: OpenVPN Client.
If that's running, the Pi won't respond to requests from any other subnet.
When I stop it, I can Ping and SSH into from anywhere.
So.....
How do I set OpenVPN client to accept requests from other subnets?

yeah, can't really renumber my whole intranet. Thanks for the suggestion anyway.
I'm going to rebuild the Pi with a new/untouched Rasbian Lite image and see if it can be accessed across subnets - probably/hopefully something I've mucked up in the original config.
