Ah well. I'm still curious to get to the root cause if anyone has any ideas about what changed with the latest version of Rasbian with the cgroups and polkit maybe?

Loaded up a virtual Debian box on Windows, and mounted the SD card. 3.3 GB free out of 15.2GB on the ext4 partition. 3.4 MB free out of 59 MB on the fat partition. The /boot folder is empty 3.4MB is pretty low. That may well be your problem. The FAT partition is /boot. Damn. Sorry Typo 3.3 GB free ...

Let me try an alternative question. Is there anyway to debug a systemd failure when I can't get to a local or SSH terminal session, but can open the SD card on another computer?

It's Rasbian updated from wheezy through Jessie to stretch I think.

I can pull the card and double check apt-sources using an ext4 reader on my W10 laptop next time I'm in.

Last weekend I updated my 2B and rebooted it, and now I can't log on at all. The SSH server doesn't start, and the HDMI output eventually just shows a blinking cursor. I think installing a simple webserver and learning some html & javascript would probably have enthused me when I was his age (Ah, http://webmonkey.com/, how I remember thee).

Also may be worth removing the line:

Defaults exempt_group = users
if you want to add the requirement for users to use their password for sudo.
