They won't be downloaded from the internet if you have not connected the pi with an Ethernet cable before booting Noobs up for sure. So, they won't show up until you have an authentic internet connection through the integrated Ethernet adapter.

Perhaps you should reconfigure(recompile it with additional MMAL support. It has been reported to work better that the OMX-plugin, but I have no experience myself with it (waiting for Jessie).
