Yes, you can enable/disable hw encoding manually when you want. Please, read about webrtc signaling here if you want to implement your own solution. Resolved my issue just by setting more "standard" resolution.
The new Trickle ICE feature accelerates the negotiation significantly! Thanks, @RpiName!

Just noticed, that the problem occurs when hardware encoding is enabled. However, it works on local server (/stream/webrtc) even when hw is enabled. What could be an issue?

The problem is Chrome/Chromium doesn't allow embedded credentials in urls anymore. ( more about it here ). Just turned off authentication completely from my IP camera and it works!
I noticed that chrome/chromium doesn't allow authentication in url string, so probably it's related to uv4l.

Well, the uri is correct for sure, as it works with ffmpeg. Just tried to open it in a browser on rpi and it works.
