I feel like an idiot. I should probably put all the parts back in box and give it back to microcenter. I statically configured all of my interfaces to 1000/full for all interfaces... because most things are at that point. it appears after I tried tinkering further it connected after manually setting...

just in case you are truly pushing the limits and all software is configured as expected.
