It depends what you mean by 'best'? The best in terms of price? The best in terms of reliability?

I have been using Samsung (class 10) in three different RPis and it think it is very reliable. I hope it helps.

It would be helpful to know what exactly you did in bluetoothctl. Did you power on the adapter? Register a pairing agent and set it as the default? Make the keyboard discoverable? What kind of voltage are we talking about? 120V/240V? If yes, I would suggest SSR relays. Firstly, the are very-very reliable (I use Crydom 40A relays to control water heating). You have to sign up with one of many email2fax providers. They either charge a monthly fee or per fax page. Personally, I am not sending faxes and only use fax2email (https://www.voiptalk.org/products/VoIPtalk+Services), which works as you described.
