[SOLVED] GPIO Always on

I have a Raspberry Pi B+ .
I bought a Pi Cobbler+ and a Pro-ject Board GL No. 12.

I grounded with a jumper wire and I connected a LED.

It stays always on and I don't know why (I am noob in RPi) .

Can you help me, please?
