I've had even less luck with the Digital Signage sample app. It builds and deploys but the video doesn't work.

Good advice. The shutdown takes ages on Win 10 so make sure that you wait for it to finish.

As others have said, Window 10 IoT Core (nothing like desktop Windows) only works on version 2 of the Pi. The one with the larger CPU (with the Broadcom logo on) and the RAM underneath. I did some very basic benchmarking on Win 10 IoT and it seems a little slower than Raspbian. If the video isn't hardware accelerated it's not going to have great playback performance.
