Possibly the solution to this is to change the numeric IP addresses back to localhost prior to moving to another router, then access the backend locally on the Pi and change them to the numeric IP addresses dished out by the new router.

I have found I can change the base url of the site through the Wordpress settings at the frontend. When I change these to 192.168.64.101 from "localhost" the site is rendered correctly on an external browser. So the problem has been solved. The issue remains which is what will happen when ...
