ACT LED 'external' IC2

Right now I have an external LED for SD card activity connected to GPIO17 in the pi, but my problem is that I need to use all the GPIO available on the pi, including the 17, how can I use I2C to connect the external LED? Hi!, to start off I am new in this, I am utilizing all the gpio in the pie, haw can I use the same command in the 23017 chip?

I had been trying both programs, the network LED stays on without flicking, in contrast with the one in the Raspberry, which flicks continuously. When the activity stops, then the LED goes off, now the activity LED barely flicks comparing to the one on the board, any ideas or recommendations?
