It seems VNC Server for Windows (Home subscription) must use the cloud to allow connections between clients and server on the same local network, while on the RPi direct connections are allowed. That is not a valid ssh Public Key. That will be the reason your PuTTY session cannot perform ssh/ppk authentication.
