The "import" made sense like a normal "include" statement in C, but the "from" statement was more elusive.

Don't be deceived. Because Python is interpreted import behaves very differently to include for compiled languages.

I can see examples dated 2016 where that module is used.

from what I've read the Pi's CPU is not particularly upgradeable and may be a significant factor currently limiting performance. It is inevitably true that the CPU of any system may be "a significant factor currently limiting performance." But your choice of reading matter has misled you....
