Actually newer Steam clients (06 Jul 2017+) doesn't start with current ExaGear version 2.1 (uses Wine 2.0), bug was fixed on Wine 2.0.2 stable.
Linux version of Steam client is used in that video

ARM version of Wine is a little bit useless because there are a few ARM Windows apps.

Better way is run x86 version of Wine with emulator: qemu or ExaGear Desktop
