Good luck with that but I'm 99.99% sure nothing will come of it, it's just too big an undertaking for small groups never mind individuals. It's not just the basic OS it's all the API and then apps.
I like the open design. I cannot understand why people want to "lock up" their pi in a closed case. The 4 legs would avoid the cables to pull the pi in any direction. Personally I can't stand Java, so out of it and c# it would be no contest. Had a look a time back at Python GUI under Windows and it was pretty horrible (the look not the programming) would probably be better under Linux but haven't investigated yet.
When I was deciding a while back the consensus was to stick with v2, especially true when you start looking for libraries and find many don't (yet) support v3.
