Of course, all of this leaves unanswered the question of whether or not OP has actually gotten WinIOT running on the machine. He says that he needs NOOBS for that reason - which implies that he has it installed - but the CW is that WinIOT does not run on the Pi4. Something here does not add up, but...

If in future you want a choice of Operating Systems, see PiNN: Yes, PINN Is much better than NOOBS, but they are the same basic concept. So, it doesn't ring true to be slagging NOOBS via the route of recommending PINN. Traditionally, people slag NOOBS by recommending direct installation of Raspbian...
